  Library Cards [Resident and Non-Resident] and Proof of Residency

Proof of Residency:
Any resident of Morton Grove may obtain a library card, renewable every three years, by filling out an application form at the Library's check-out desk and presenting one of the following as proof of residency: drivers license or state ID card, recent piece of first class mail (dated within the current two months), mortgage or lease papers, vehicle registration or insurance card, utility bill, or bank statement.. All forms of identification used for proof of residency must have name and current address listed. Students high-school-age or younger may substitute a current school-year ID for the picture ID or use a parent's ID, as noted above; the school ID must contain name and address of the student. New cards can be used immediately.

Youth Cards
Effective June 1, 2006, [revised 12/14/07; see Teen Cards below] a youth library card will be issued to a minor child in 6th grade or younger upon the signature of a parent or guardian. Only information pertaining to Library materials will be given to a parent/guardian listed on the registration record; no personal information, such as an address or phone number will be given out to anyone, parent or guardian. Information pertaining to Library materials on the minor's record will be given out only to the parent/guardians listed on the registration record.

The signature of the parent/guardian acknowledges the responsibility of the signer for loss or damage of library material loaned to the minor child. There is no lower age limit for a child to obtain a library card. If the child can't print his/her name, the parent may sign for the child.

The Morton Grove Public Library does not restrict access to any materials. In consideration of this assumption of free and open access, parents may opt (in accordance with the Library's Video Loan Policy) to place on file a written request that their minor children (under 18 years of age) be restricted from borrowing R-rated feature films from the Library. The Youth Services Department provides full Internet access using the World Wide Web (WWW). Use of the Internet computers in the Youth Services Department is open to any child age eight through grade six who has on file a Parental Consent Form signed by the child's parent/guardian. Use of Internet computers in the Adult Services Department is open to all library users, seventh grade and older. No parental consent forms are required to use these computers. Parents are encouraged to work closely with their children to select Internet sites, which are consistent with their family's values and boundaries. Teen Cards
Effective December 14, 2007, children who have completed 6th grade and are under the age of 18 are issued teen cards. All requirements listed above under "Proof of Residency" and "Youth Cards" also apply to teen cards, including ID requirements and parent's/guardian's signature on the application form. The only distinction between youth and teen cards is in determining which public Internet computers they can use.

    A child upgrading his/her youth card to a teen card does not need to show ID if his/her card has not expired.
  • A child upgrading an expired youth card to a teen card, or a teen renewing an expired teen card, must show ID just as with the renewal of a youth or adult card. If they have no ID of their own, they can bring in a parent's/guardian's ID; the parent/guardian does not have to be present.
  • As with a lost adult card, ID is required when replacing a lost teen card; a parent's/guardian's ID can be used, but the parent/guardian does not have to be present.

Non-Resident Tax Payer Card

Morton Grove Library cards, renewable annually, are granted to people who own property in Morton Grove, but live elsewhere. One family card will be issued per parcel of land. No additional cards may be issued for family members. Property owner must present most recent property tax receipt, along with one of the forms of identification listed above as proof of their home address. Card will be made out to the responsible family member, but other family members who may use the card will be listed on the application. The same service policies apply to this type of card as to the Morton Grove resident card. The patron may retain the card; it does not remain at the Library. To renew the card, the following year's property tax bill is required as proof of property ownership.

Non-Resident Fee Cards

The cost of the non-resident card for 2005 (effective July 13, 2006) is $273 annually for the entire family living at the same address (up to ten people). Each family member will have his/her own card, although one adult family member's name will be listed as the primary cardholder. The patron may take the card with them -- it is not kept at the Library. By state law, effective January, 2002, a non-resident cardholder is able to use the fee card at all other libraries participating in the agreement (all north and northwest suburban public libraries, and most public libraries throughout Illinois). The non-resident MGPL card can be used at other libraries.

Guidelines Concerning Business-Use-Only Library Cards

A business located in Morton Grove may apply for an MGPL Business-Use Only library card. This Business-Use-Only-card will be issued at the written request on the business's letterhead of a principal official of the business or an official with the authority to assume financial responsibility for assessed fees or fines. This written request must list the names of all employees authorized to use the card. Cards will be issued in the name of the employees listed in the written request and kept on file at the Library, as the privileges extended are for the Morton Grove Public Library only, and not for neighboring suburban libraries. The written request must be re-submitted each year for the renewal of the individual cards. An employee using the Business-Use-Only card will be asked to provide ID before each use of the card.

Business-use Only Cards will be restricted to the borrowing of materials pertinent to the borrower's job. These cards may not be used to reserve any Library materials or to place interlibrary loan requests. Restricted materials for loans on a Business-Use-Only library card include: books on reserve and feature videos/DVDs; these restricted materials cannot be charged to a Business-Use-Only Library card. A list of materials charged to a Business-Use-Only card will be provided to the borrower. The items checked out should be checked against this list and the Library notified immediately of any discrepancies; otherwise, the business will be held responsible for all titles listed. The authorized business official's signature on the written request signifies the business's acknowledgement of financial responsibility for any unreturned materials, damage and/or late fees that are incurred by the people authorized as card users on the Business-Use-Only Card written request.

Guidelines Concerning School-Use-Only Library Cards

Teachers employed at schools or day care centers located in Morton Grove may apply for a School-Use-Only library card issued by the Morton Grove Public Library. This School-Use-Only card will be issued at the written request of the school principal, director or school librarian on school letterhead. This written request must list the names of all teachers authorized to use the card. Cards will be issued in the name of the teachers listed in the written request and kept on file at the Library, as the privileges extended are for the Morton Grove Public Library only, and not for neighboring suburban libraries. The written request must be re-submitted each year for the renewal of the individual cards. A teacher using a School-Use-Only card will be asked to provide ID before each use of the card.

The School-Use-Only cards may not be used to reserve any Library materials or to place interlibrary loan requests. Materials loaned on this School-Use-Only card will have a teacher loan period of eight weeks with no renewal. Restricted materials for these teacher loans include: books on reserve and feature videos/DVDs; these restricted materials cannot be charged to a School-Use-Only Library card. Other materials may be excluded from teacher-loan eligibility at the discretion of the Head of Youth Services. A list of materials charged to a School-Use-Only card will be provided to the borrower. The items checked out should be checked against this list and the Library notified immediately of any discrepancies; otherwise, the school or day care center will be held responsible for all titles listed. The authorized school or day care official's signature on the written request signifies the school's acknowledgement of financial responsibility for any unreturned materials, damage and/or late fees that are incurred by the teachers authorized as card users on the School-Use-Only Card written request.

Temporary Cards

Temporary cards are issued to adult patrons who live in a motel or are temporarily living with a family in Morton Grove. The card is issued for as long as the patron will be in Morton Grove, up to a maximum of six months. A $25 deposit is required, which is refundable when the temporary resident moves, as long as all checked-out materials have been returned. A patron applying for a temporary MGPL card must provide rent receipts with current date or current mail (first class, mailed within a month of the application date) as ID and a picture ID according to Library guidelines. A patron with a temporary card may check out three items at one time, choosing from all Library materials.

Replacement Costs

Lost cards should be reported immediately to the staff at the Check-Out Desk to guard against unauthorized use of the card. The replacement charge each time a card is lost is $1 for all cards, adult and youth.

Reciprocal Borrowing Privileges

Morton Grove residents with valid library cards may check out materials from any north or northwest suburban public library (the North Suburban Library System/NSLS), from the Chicago Public Library, and from most other public libraries in Illinois. These reciprocal borrowing privileges are subject to the policies of the lending library. A patron may return materials borrowed from other libraries to the Morton Grove Public Library, but the patrons to whom the materials are checked out is responsible for the materials until they are received by the lending library and cleared from the patron's record.

The Morton Grove Public Library will also lend materials in all formats to any patron with a valid library card from any north or northwest suburban Chicago library (the North Suburban Library System/NSLS), the Chicago Public Library, or from most other libraries in Illinois. Patrons registering their library cards from another public library for reciprocal borrowing privileges at MGPL, and all materials borrowed on that card from the Morton Grove Public Library are subject to MGPL policies. A patron may return materials borrowed from MGPL to other NSLS libraries (not Chicago), but the patron to whom the materials are checked out is responsible for the materials until they are received by MGPL and cleared from the patron's record.
